1. Move "client", "contacts", and "recipients" all to the same line as a col-md-4
2. Remove the "Contacts not selected..." text block
3. Add a tooltip to the "contacts" header "Contacts to be notified when a ticket is updated. Those not selected will be automatically added to the ticket if they respond to it".
4. Add some text under the "contacts" section "No additional contacts available for the selected client" when a client has not been selected or when the selected client has no additional contacts
5. Add a tooltip to the "Recipients" header "Email address to be notified when a ticket is updated."
6. Add a placeholder to the recipient boxes. "email@example.com"
7. Update ticket edit and move the contact/recipient section under the client/status/etc. Also collapse it into a expandable section "additional recipients"
