Support Manager: Staff can't reply to escalated tickets

      Description

      When a client uses the department custom field to "Escalate to Emergency", staff are unable to reply receiving the error "Please select a valid priority for this department."

      I think an exception should be made for staff to choose priorities that are not typically allowed.. at least the priority "Emergency" if the ticket is already in that priority.
