The portal / cms plugin is pulled in from here https://github.com/blesta/plugin-cms
As part of the 3.0 update, the plugin's pages/content including the default portal page are controlled under Tools > CMS now, not under Settings > Company > Plugins.
The default content within the portal includes this string:
This is your client portal page, and you may wish to link here from your website. This message can be removed through the staff area under Settings > Plugins > Portal: Manage.
However, this is no longer accurate. Update the content to replace this text string with the following:
This is your client portal page, and you may wish to link here from your website. This message can be removed through the staff area under Tools > CMS: Edit.
