Support Manager: It's not possible to select Suspended services when opening a ticket as staff or client

      Description

      To reproduce:

      1. Have a department with "Enable related services"
      2. Have a suspended service under a client
      3. Open a ticket as the client or as admin, note the service is not in the list.

      But a client may need to open a ticket about a suspended service, or staff may open a ticket about a suspended service to ask them for payment, etc. Suspended status should be available in the list (but not cancelled or in-review)
