Order: Add package group sort control

          Description

          When adding package groups to an order form, the package groups should be saved in the order listed, then displayed in that same order.

          To support sort order, create order_form_groups.order SMALLINT(5).

              Is not superseded by CORE-628 because this deals with sorting package groups on an order form, and not packages within a group as addressed in CORE-628.
