          Description

          Convert the client area to responsive bootstrap with the provided markup.

          Will also need to convert all plugins, and modules to use the new markup. A sub-task should be created for each of these.

            -DONE – Everything in theme.css should be in styles.css to maintain the default color scheme should the theme be deleted/unavailable for any reason.
            -DONE – Delete css/css3.css after updating all plugins. This file contains some ticket/order plugin css. Once that is copied over, we don't need this file since everything is in styles.css.
