Allow pre-existing template selection of Package welcome email

          Description

          Packages of the same module type will often utilize the same welcome email content, which must be input in the Package welcome email WYSIWYG editor.

          Allow an existing template to be selected instead (requires CORE-1358).

          Allow the selection of an existing custom client template per CORE-1358, or input of the welcome email as is now. It may make sense to add an option to "Save" the welcome email as a custom client template here, so that it is not necessary to add it under Settings > Company > Emails first.
