Description
When emailing in a ticket with an empty body, the ticket is created but it does not appear in the ticket listing, presumably because it does not have a ticket reply. This makes it impossible to view, reply, or close the ticket.
Instead, tickets with no replies should appear or if there is no body content, a ticket reply should be created that says "<<NO CONTENT>>", or similar.
