Support Manager: Non-client ticket emails are sent in English rather than the default company language

      Description

      This may be related to CORE-2982

      To reproduce:

      • Add another language to the system like German.
      • Set this language as the default language for the company.
      • Create a support department that allows non-clients to open tickets.
      • Update the Support email templates to use the new language
      • As a non-client, visit Blesta and open a ticket via UI (or email would probably work too)
      • Observe that the English email template is sent and not that of the default language for the company.
