This may be related to CORE-2982
To reproduce:
- Add another language to the system like German.
- Set this language as the default language for the company.
- Create a support department that allows non-clients to open tickets.
- Update the Support email templates to use the new language
- As a non-client, visit Blesta and open a ticket via UI (or email would probably work too)
- Observe that the English email template is sent and not that of the default language for the company.
