Order: Currency selector behavior after items have been added

          Description

          Each order form has a currency selector. If an item is already in the cart and the currency selector is used, it fails to change anything and gives no kind of message. We should update this in one of the following ways:

          1. Display an error message about items being in the cart on failure
          2. Disable the currency selector if items are in the cart and add an on-hover tooltip explaining why it is disabled
