Order: Support currency change on items in the cart

          Description

          Each order form has a currency selector. If an item is already in the cart and the currency selector is used, it fails. It would be nice to support this kind of currency change.

          When a currency is selected, change the pricing for each item to the equivalent pricing in the chosen currency if possible.

          If any items in the cart don't have an equivalent pricing on a given currency and "Use Package Pricing for New Services Only" is unchecked then it should be excluded from the currency selector.
