Description
Under Tools > Service Changes, as part of CORE-4554 a Cancel option appears for "Completed" and "Canceled" statuses, but if it has completed or has already been canceled, it should not have the option.
Update Service Changes so that there is no "Cancel" option or Void Invoice option for Completed and Canceled statuses.
